Kurzfassung:

The use of satellite based positioning systems for transportation requires, due to the several responsibilities of transportation operators and their suppliers requested by law, a guarantee for its sufficient service of operation. These features can be expressed in detail by a certain number of measures from the domains of quality, measurement and dependability i.e. RAMS. For this challenging task, first a consistent validation methodology including concepts, measures and measurement must be developed in accordance with established standards, procedures and authorities.

Some important questions in this context are

1. What are the relevant features of quality, especially in the context of ground transportation to be measured,
2. How can they be expressed by values, numbers and ranges and
3. How they can be measured and compared with an independent reference, so that the promised quality of service can be validated correctly.

On the other hand, proper measurement equipment must be provided with respect to guidelines for qualified measurement laboratories. All in all, the conceptual and practical methodology provides the possibility of getting an independent validation of satellite based location in the meaning of certification.

This paper focuses on this certification development with the background of the advanced IEC 17000 standard which deals with "Conformity Assessment". Therefore it is necessary to specify a set of requirements, where a device or service to be certified has to fulfil these. Furthermore, appropriate procedures have to be set up for validating (certifying) the fulfilment of these requirements by a product.

In the second part, the attempt is made on how this general concept can be instantiated for the use of satellite based positioning. The topics of requirements and procedures are stressed and the consequences for further work are shown. An important topic is that of appropriate concrete requirements in this and how these can be measured. The paper ends with some conclusions drawn from the former parts and gives an outlook on future activities.
