Metrological standardization for rail applications of satellite based localization systems.

Kurzfassung:

Satellite based localization systems like today’s GPS and GLONASS and in the future Galileo are used in all modes of transport, mainly for information purposes like passenger information or non-safety relevant navigation. With the availability of GPS L5 Band in 2018 and Galileo Safety of Life Service in 2020 safety relevant applications that use satellite based localization systems are possible. If the safety requirements are fulfilled, further applications, like precise docking of ships, flexible train control, autonomous vehicle guidance of cars and advanced landing maneuvers of aircrafts are possible. For those applications a certification of the localization unit with the GNSS-receiver according to the standards of the relevant domains is necessary. For this certification a measurement of the localization performance under the conditions of the application domain with domain specific requirements is necessary. To fulfill these requirements, a standardization according to metrological procedures and references is necessary. Until now no standardization for railways exists. Certification of metrology as precondition for common measurement of satellite based localization data will be the base for numerous applications. They can be divided into safety critical and non safety critical applications. These applications are e.g.: • Track occupancy detection • Train integrity detection • Implementation of moving block • Automatically driving and shunting • Localization at train awakening The safety relevant certification of a localization unit for railways can be also used as base for non-safety critical applications as well, these are: • Passenger information • Dynamic train connection for transfers • Energy saving driving • Billing of track kilometers • Billing of energy consumption • Ad-hoc staff planning The paper presents a project aiming at this metrological standardization. This will include the analysis of all parts of the localization system and its metrological outputs.
